Once the Chinese Crested Tern was discovered to be breeding on Matsu in 2000, an international tern preservation area was established.
In order to protect this critically-endangered species, the eight uninhabi ted islands of Bai Temple, Zhongdao, Sanlian, and Tiejian (Beigan Township); Jinyu and Liuquan Reef (Nangan Township); and Sheshan (Juguang Township) became part of the 60-hectare Matsu Islands Tern Refuge.
The main species under protection are the Bridled Tern, Roseate Tern, Black-naped Tern, Crested Tern, Black-tailed Gull, Reef Egret, and Fork-tailed Swift.
